The
statistical data you are about to view is raw data and
conclusions
about increases or decreases should not be drawn
without
professional analysis. For example: If the number of drunk
drivers
arrested declines during a certain period of time, does it
mean
there are fewer drunk drivers on the road, or does it mean
officers
who would normally be looking for drunk drivers were busy
with
other types of calls and therefore were unable to devote more
time
to looking for drunk drivers? Or.... does it mean the number of
new
officers who do not have the expertise to locate the lower less
intoxicated
drivers has increased? In order to answer these
questions,
it would be necessary to conduct an entire analysis of the
number
of calls, type of calls, the number of officers on-duty and
their
expertise in detecting drunk drivers. The point is, raw data is
just
that, raw and without significant analysis, conclusions can be
extremely
inaccurate.
